- Organizations that are not tax exempt under section 501(c)(3) of the Internal Revenue Code
- Religious, political, labor, lobbying, or fraternal organizations
- Political candidates
- Sponsorship or fundraising for special events such as auctions, raffles, sporting events, or sports teams
- Individuals
